if the page is big enough for a scrollbar it will automatically appear

if someone with a smaller monitor than you views your page they may get a scrollbar on it while you don't.

once you go there, fill out what color you want it to be and then just type on each line what you want it to say.then paste it in whatever section you want it on. theres more sites you can go to to create scroll boxes for also. if you dont want to use that one, just go to google and type in "scroll boxes for myspace".
